A BILL FOR AN ACT

 

 

RELATING TO AQUACULTURE.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the development of aquaculture in the State will help to increase the State's economic resilience and food security.  The legislature therefore finds that this Act will address an issue of statewide concern.

     SECTION 2.  (a)  The University of Hawaii sea grant college program shall contract with an independent consultant to develop a statewide strategic five-year plan for aquaculture.

     (b)  The statewide strategic five-year plan for aquaculture shall:

     (1)  Conduct a strengths, weaknesses, opportunities, and threats analysis; and

     (2)  Develop an industry values statement, goals, objectives, and an operational plan, including budgets and timelines.

     (c)  As a condition within the contract, the independent consultant shall invite industry leaders and stakeholders to participate in the development of the statewide strategic five-year plan for aquaculture.  It is the intent of the legislature that the statewide strategic five-year plan for aquaculture be industry-driven.

     (d)  The University of Hawaii sea grant college program shall submit the statewide strategic five-year plan for aquaculture required by this Act, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2025.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2023-2024 to contract with an independent consultant for the development of the statewide strategic five-year plan for aquaculture required by this Act.

     The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 3000.
