A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Twenty-sixth REPRESENTATIVE DISTRICT.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $73,875,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of capital improvement projects for the twenty-sixth representative district, as follows:
1. Halau Ku Mana public charter school
Plans, design, construction, and equipment and appurtenances for campus-wide security improvements to include the installation of cameras, lighting, and perimeter fencing.

Equipment $50,000
Total funding $275,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
2. Princess Ruth Keelikolani middle school
Plans, design, construction, and equipment and appurtenances for renovations and improvements to the restrooms.

Construction $200,000
Equipment $25,000
Total funding $250,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
3. Princess Ruth Keelikolani middle school
Plans, design, and construction for renovations to the special education room and installation of a new floor.

The sum appropriated for this capital improvement project shall be expended by the department of education.
4. Princess Ruth Keelikolani middle school
Plans, design, and construction for improvements and installation of asphalt paving at the existing dirt parking lot by the Lilli building.

The sum appropriated for this capital improvement project shall be expended by the department of education.
5. Lincoln elementary school
Design and construction for electrical upgrades for air conditioning classrooms.

6. Lincoln elementary school
Plans and design for a master plan for campus improvements, including a covered playcourt.

Plans, design, and construction for installation of a raised crosswalk along the Auwaiolimu Street access to campus.

Design and construction for a full campus perimeter fence.

Construction for preparation and painting the administration building.

Design and construction for electrical upgrades for air conditioning for classrooms.

11. McKinley high school
Plans, design, construction, and equipment and appurtenances for the installation of field lights and bleachers.

12. Roosevelt high school

Design and construction for a new access ramp to upper campus, connecting the A and C buildings.

Plans, design, and construction for campus-wide electrical upgrades.

15. Stevenson middle school
Plans, land, design, and construction for the acquisition of and renovations and improvements to the existing city and county of Honolulu park and recreation facilities on campus.

The sum appropriated for this capital improvement project shall be expended by the department of education.
16. Stevenson middle school
Plans, design, construction, and equipment and appurtenances for renovations and improvements to the physical education facilities, including classrooms, storage, shower rooms, and covered basketball court.

17. Stevenson middle school
Plans, design, construction, and equipment and appurtenances for renovations and improvements to the music facilities for band, orchestra, hula, and general music classes; to include new storage, lockers, and soundproofing between learning spaces.

18. Washington middle school
Plans, design, construction, and equipment and appurtenances for renovations and improvements to all playcourts, to include reconstruction, resurfacing, installation of poles and equipment for basketball, volleyball, and tennis use, and fencing of the playcourts.

The sum appropriated for this capital improvement project shall be expended by the department of education.
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2023.
