A BILL FOR AN ACT
RELATING TO the LEGISLATIVE BROADCAST PROGRAM.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that the legislative broadcast program established in section 21G-3, Hawaii Revised Statutes, has generally been effective in allowing citizens access to its proceedings on cable public access channels. The legislature further finds that some legislative proceedings with significant public impact and interest have not been broadcast due to a request by a committee chair.
The purpose of this Act is to require the criteria for selecting proceedings to be broadcast through the legislative broadcast program to be related to matters of public interest.
SECTION 2. Section 21G-3, Hawaii Revised Statutes, is amended by amending subsection (b) to read as follows:
"(b) The legislative broadcast program
shall be supervised by the joint legislative access committee established
pursuant to section 21D-6[.]; provided that the criteria for
selecting the proceedings to be broadcast shall be related to matters of public
interest."
SECTION 3. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.
SECTION 4. This Act shall take effect upon its approval.
