ADOPTED SENATE

A RESOLUTION


Creating the Senate Aging Study Committee; and for other purposes.

WHEREAS, the older adult population is growing at such a pace that one in four people in Georgia will be over the age of 55 by the year 2030; and

WHEREAS, the Georgia General Assembly recognized this demographic shift through legislation which charged the Georgia Council on Aging with completing the Project 2020 Georgia For a Lifetime Study by December, 2010; and

WHEREAS, the Division of Aging Services, through a unique privatized model of management, provides aging services and programs for older Georgians and their caregivers; and

WHEREAS, emphasizing focus on Georgia's burgeoning aging population may help capitalize on opportunities at state and federal levels so that older Georgians and their caregivers can be served more effectively and efficiently, allowing then to live independently longer; and

WHEREAS, it would be beneficial to examine whether the Division of Aging Services' current mission statement of live longer, live healthier, and live well is being appropriately met and to examine the uses of current funding for programs and services for older adults in Georgia; and

WHEREAS, it would be beneficial to identify whether the state is planning appropriately to meet the growing needs of this older adult population and to address other related issues to determine whether any of these issues warrant being addressed through legislation.

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that there is created the Senate Aging Study Committee to be composed of five members of the Senate appointed by the President of the Senate. The President of the Senate shall designate one of the appointees to serve as chairperson of the committee. The chairperson shall call all meetings of the committee.

BE IT FURTHER RESOLVED that the committee shall undertake a study of the conditions, needs, issues, and problems mentioned above or related thereto and recommend any actions or legislation which the committee deems necessary or appropriate. The committee may conduct such meetings at such places and at such times as it may deem necessary or convenient to enable it to exercise fully and effectively its powers, perform its duties, and accomplish the objectives and purposes of this resolution. The members of the committee shall receive the allowances authorized for legislative members of interim legislative committees but shall receive the same for not more than three days unless an additional two days are authorized by the President of the Senate. The funds necessary to carry out the provisions of this resolution shall come from the funds appropriated to the Senate. In the event that the committee makes a report of its findings and recommendations for proposed legislation, such report shall be made no later than December 31, 2012. The committee shall stand abolished on December 31, 2012.
