A RESOLUTION


Recognizing and commending Dr. Carolyn J. Bourdeaux; and for other purposes.

WHEREAS, Dr. Carolyn J. Bourdeaux has long been recognized by the citizens of this state for her devotion to public service and her expertise in the areas of public finance, urban policy, and public administration; and

WHEREAS, Dr. Bourdeaux is a renowned expert in the area of program budgeting and has applied this knowledge to the state budget, greatly improving Georgia's budget process; and

WHEREAS, she has displayed outstanding dedication to public service as Director of the Georgia Senate Budget and Evaluation Office for three years, providing leadership and direction to the Senate in developing the state budget in a period of extreme economic hardship; and

WHEREAS, she has exhibited extraordinary leadership throughout her seven years as a professor of public management and policy at Georgia State University and has provided unfailing leadership and mentorship to the analysts of the Georgia Senate Budget and Evaluation Office; and

WHEREAS, Dr. Bourdeaux has established herself as an eminent scholar, publishing in numerous academic journals, including Public Budgeting and Finance, Public Administration Review, and State Tax Notes on topics such as legislative budgeting, public health, tax allocation districts, and performance management reform; and

WHEREAS, she has enabled future generations of public servants to gain educational experience by designing and initiating both the Dan Sweat Fellowship and Legislative Budget Fellowship; and

WHEREAS, Dr. Bourdeaux has shown a deep commitment to community service, organizing and assisting with budgetary training programs for international public officials, the City of Atlanta, and Georgia's legislative budget staff; and

WHEREAS, a community leader, Dr. Bourdeaux has served on various advisory boards and academic committees, including participating as a reviewer for the Better Business Bureau "Torch Awards," as executive council member of the Federalism and Intergovernmental Relations Chapter of the American Political Science Association, and as a referee for such publications as Public Finance Review, Journal of Public Administration and Management, Public Administration Review, and others; and

WHEREAS, it is abundantly fitting and proper that the extraordinary accomplishments of this distinguished Georgian be appropriately recognized.

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body commend Dr. Carolyn J. Bourdeaux for her efficient, effective, unselfish, and dedicated public service to the State of Georgia and extend to her their utmost appreciation for her expert knowledge and public service.

BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed to transmit an appropriate copy of this resolution to Dr. Carolyn J. Bourdeaux.
