RESOLUTION
Urging
the Georgia Department of Transportation to require all future public and
private projects to use advanced communication and intelligent transportation
systems (ITS) that are based on open standards technology; and for other
purposes.
WHEREAS,
the use of advanced communication and intelligent transportation systems (ITS)
that are open standards would propel Georgia into a leadership role in moving
America forward in the development and deployment of the safety, traffic
management, and public safety applications of the future; and
WHEREAS,
the Georgia Department of Transportation is procuring private organizations to
design, build, and operate the first phase of the Atlanta Managed Lanes project
for decreasing congestion and reducing travel time in the Atlanta region;
and
WHEREAS,
one or more public-private partnerships will operate the Atlanta Managed Lanes
project and an open standard system is needed that will allow for innovation and
interoperability for all phases of the project; and
WHEREAS,
the technology selection must meet United States Department of Transportation
standards to ensure future interoperability with national tolling and safety
programs, and the technology should ensure two-way communication so that
advanced traveler and safety applications can be deployed as they become
available; and
WHEREAS,
the technology selection should encourage Georgia to remain a leader in ITS and
allow for the development of a robust eco-system of applications that will be
developed by private industry to provide for added services for Georgia's
commuters; and
WHEREAS,
privacy and security shall be paramount considerations in the deployment of
these systems, and the systems should use 128-bit encryption for the most secure
transactions available; and
WHEREAS, if it deploys the most advanced open standards technology available, Georgia will be able to avoid being locked into a proprietary solution that will stifle innovation and will be well-positioned for future national programs and funding to develop the most advanced ITS network in the United States.

NOW,
THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body urge the
Georgia Department of Transportation to require the most advanced technology
available for communications and other intelligent transportation initiatives
that will relieve the Atlanta region's congestion and traffic
issues.
BE
IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed
to transmit an appropriate copy of this resolution to the commissioner of
transportation.
