A RESOLUTION


Recognizing and commending Dr. David C. Barrow; and for other purposes.

WHEREAS, Dr. David C. Barrow was born in 1852 in Oglethorpe County, Georgia, and was instrumental in the spiritual growth of his community, demonstrated a continual commitment to higher education, and utilized his amazing political and leadership skills to bring together people of all racial backgrounds and nationalities; and

WHEREAS, Dr. Barrow earned a bachelor's degree in engineering from the University of Georgia in 1874 and served as chancellor from 1906 to 1925, quadrupling enrollment, strengthening the College of Agriculture, structuring a graduate school program, and adding new schools of education, commerce, and journalism during his tenure; and

WHEREAS, he inspired Reverend Silas Johnson to establish three phenomenal places of worship in the Oglethorpe area, Springhill Baptist Church in Philomath, Pleasant Grove Baptist Church in Rayle, and White Rock in Wilkes County; and

WHEREAS, Dr. Barrow was called upon by Booker T. Washington to serve on the board of the Jeanes Fund for the improvement of rural education for African Americans; and

WHEREAS, he served as a neutral arbitrator during the Central Railway Strike of 1909, a dispute which arose among black and white railroad workers over lower wages being received by black workers and which resulted in the ruling that workers should receive equal pay for equal work, regardless of race; and

WHEREAS, Dr. Barrow's name lives on in Barrow County and in the Barrow Elementary School in Athens, Georgia; and

WHEREAS, it is abundantly fitting and proper that the extraordinary life and amazing accomplishments of this distinguished Georgian be appropriately recognized.
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body honor the life and influence of Dr. David C. Barrow and recognize the tremendous impact he had upon education, religion, and race relations in the State of Georgia and this nation.

BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed to transmit an appropriate copy of this resolution to the family of Dr. David C. Barrow.
