A RESOLUTION


Honoring the life and memory of Officer James Franklin Carter, Jr.; and for other purposes.

WHEREAS, our nation's security continues to rely on patriotic men and women who put their personal lives on hold in order to place themselves in harm's way to protect the freedoms that all United States citizens cherish; and

WHEREAS, the United States recently lost one of its finest and most distinguished citizens in the untimely passing of Officer James Franklin Carter, Jr., on April 20, 2010; and

WHEREAS, Officer Carter was born on May 10, 1974, the beloved son of Jerry and James Carter, Sr.; and

WHEREAS, raised in Clayton County, Georgia, Officer Carter graduated from Forest Park High School and enlisted in the United States Army despite two college football scholarship offers; and

WHEREAS, he served as a guardian of this nation's freedom and liberty with the United States Army for eight years and served as a law enforcement officer for 11 years with the Henry County Police Department; and

WHEREAS, Officer Carter valiantly and courageously served as a field training officer, school resource officer, K-9 handler, and detective in the Criminal Investigations Division; and

WHEREAS, affectionately know as "Jimmy" to his friends and "Bubba" to his family, Officer Carter was the proud father of two remarkable children, James "Jay" Carter III and Audrey Rose; and

WHEREAS, the untimely passing of this American hero leaves an unfillable void in the hearts and lives of his family and friends; and

WHEREAS, Officer Carter embodied the spirit of service, willing to find meaning in something greater than himself, and it is abundantly fitting and proper that the outstanding accomplishments of this remarkable and distinguished American be recognized appropriately.

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of this body express their deepest and most sincere regret at the passing of Officer James Franklin Carter, Jr.; commend his efficient, effective, unselfish, and dedicated public service to the citizens of his country and Henry County; and extend to his family their most profound appreciation for all members of the United States military who stand ever ready to lay the ultimate sacrifice upon the altar of freedom.

BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized and directed to transmit an appropriate copy of this resolution to the family of Officer James Franklin Carter, Jr.
