A
RESOLUTION
Recognizing
and commending the Honorable H.E. Paul Kagame; and for other
purposes.
WHEREAS,
the Honorable H.E. Paul Kagame was sworn in as president of the Republic of
Rwanda for a seven-year term on September 12, 2003, following the country's
first-ever democratically contested multi-party election; and
WHEREAS,
President Kagame was born in October, 1957, in Rwanda's Southern Province and
spent 30 years as a refugee after his family was forced to flee into Uganda to
escape ethnic persecution and violence in 1960; and
WHEREAS,
as a young man he joined a guerilla militia to free Uganda from its oppressive
dictatorship and earned a position as a senior military officer in the country's
new regime; and
WHEREAS,
he returned to Rwanda in 1990 to lead the Rwandan Patriotic Front's four-year
struggle to liberate the country from the autocratic and divisive order
established since its independence; and
WHEREAS,
President Kagame led the Rwanda Patriot Army to defeat the country's genocidal
government in 1994 and helped set Rwanda on its current course of
reconciliation, nation building, and socioeconomic development; and
WHEREAS,
a national leader, President Kagame has served as vice president and minister
for defense in the Government of National Unity and chairman of the Rwanda
Patriotic Front; and
WHEREAS,
he has been recognized with numerous honors and accolades throughout his
distinguished career, including a Most Innovative People Award for Economic
Innovation from the Global Leadership Team, a Children's Champion Award from the
United States Fund for UNICEF, an Innovation for Peace Award from the World
Summit on Innovation and Enterprise, Abolitionist of the Year from Hands Off
Cain, an African Gender Award from Femmes Africa Solidartié, and an
Andrew Young Medal for Capitalism and Social Progress from Georgia State
University; and
WHEREAS,
it is abundantly fitting and proper that the extraordinary accomplishments of
this distinguished gentleman be appropriately recognized.
NOW,
THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of
this body recognize the Honorable H.E. Paul Kagame on his numerous achievements
and commend his efficient, effective, and committed leadership.
BE
IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized
and directed to transmit an appropriate copy of this resolution to the Honorable
H.E. Paul Kagame.
