A RESOLUTION


Honoring the life and memory of honorable Riverdale City Councilman Wayne Franklin Hall; and for other purposes.

WHEREAS, the State of Georgia mourns the loss of one of its most distinguished citizens with the passing of honorable Riverdale City Councilman Wayne Franklin Hall on October 23, 2011; and

WHEREAS, Councilman Hall was born on October 11, 1949, in Atlanta, Georgia, a beloved son of the late Burnis and Ruth Hall; and

WHEREAS, Wayne was an excellent student, who received state recognition during his youth as he often outscored his peers on standardized tests, and with such a strong academic record, he went on to become the first in his family to receive a college degree, earning a Bachelor of Arts in Sociology from Albany State University on a band scholarship, and he later received his Master of Public Administration degree with a concentration in public management from Troy University in 2010; and

WHEREAS, he developed leadership skills throughout college, and his employment began as a retail manager for four years at Radio Shack; he later gained employment as a correctional officer, working in halfway houses and assisting those who were making their transition back into mainstream society; and

WHEREAS, he was a substitute teacher for 14 years, during which time he began serving with the City of Atlanta's Fire Department; and

WHEREAS, Councilman Hall served as the Executive Vice President of Atlanta Professional Firefighters/Brothers Combined during seven of the 30 years that he worked for the Atlanta Fire Department; and

WHEREAS, in 2007 he was elected to serve as the councilmember representing Ward 2 of Riverdale, Georgia; and

WHEREAS, he was united in marriage to Betty Hall, and was blessed with four remarkable daughters, Kai Hall, Shavaun Jones, Mina Hall, and Ruthe Hall; and

WHEREAS, an active member in his community, he volunteered with Hosea Feed the Hungry, was a coordinator of Atlanta Fire Department service activities for the Martin Luther King, Jr., Center, and took part in other service activities and community outreach programs; and

WHEREAS, he received numerous awards, including the Certificate of Achievement in 2010 and a Certificate of Excellence in 2011, both from the Georgia Municipal Association; and

WHEREAS, a compassionate and generous man, Councilman Hall will long be remembered for his love of family and friendship, and this loyal son, father, and friend will be missed by all who had the great fortune of knowing him.

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of this body join in honoring the life and memory of honorable Riverdale Councilman Wayne Franklin Hall and express their deepest and most sincere regret at his passing.

BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized and directed to transmit an appropriate copy of this resolution to the family of Wayne Franklin Hall.
