A BILL TO BE ENTITLED
AN ACT


To amend an Act to create a board of elections and registration for Talbot County and to provide for its powers and duties, approved May 11, 2009 (Ga. L. 2009, p. 4310), so as to change the composition and manner of appointment of the board; to remove the appointment of a registrar by the board; to provide for related matters; to repeal conflicting laws; and for other purposes.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:

SECTION 1.
An Act to create a board of elections and registration for Talbot County and to provide for its powers and duties, approved May 11, 2009 (Ga. L. 2009, p. 4310), is amended by revising Section 3 as follows:
"SECTION 3.
(a) The board shall be composed of five members, each of whom shall be an elector and resident of the county and who shall be appointed as provided in this section.
(b) The members of the board shall be appointed by the governing authority of Talbot County. One member shall be selected by the governing authority of Talbot County to serve as chairperson of the board who shall serve as such during his or her term of office.
(c) All appointments to the board shall be promptly certified by the governing authority of Talbot County to the Clerk of the Superior Court of Talbot County.

(d) In making the initial appointments to the board, the members shall be appointed by the governing authority of Talbot County not later than January 1, 2010. The governing authority shall designate two of the initial appointees to serve a term beginning on January 1, 2010, and ending on December 31, 2011, and until their successors are duly appointed and qualified. Successors to such members shall thereafter be appointed to serve terms of office of four years beginning January 1, 2012, and until their successors are duly appointed and qualified. The other appointees shall serve terms beginning on January 1, 2010, and ending on December 31, 2013, and until their successors are duly appointed and qualified. Successors to such members shall thereafter be appointed to serve terms of office of four years beginning January 1, 2014, and until their successors are duly appointed and qualified. Thereafter, all members shall be appointed to serve four-year terms of office.
(e) Beginning July 1, 2010, the judge of the probate court of Talbot County shall no longer be a member of the board. Beginning on such date, the fifth member of the board shall be appointed by the governing authority of Talbot County. The initial appointee shall be appointed to serve a term of office beginning on July 1, 2010, and shall serve until December 31, 2013, and until his or her successor is appointed and qualified. Successors shall be appointed in the same manner for a term of office of four years and until a successor is duly appointed and qualified."

SECTION 2.
Said Act is further amended by revising Section 4 of the Act as follows:
"SECTION 4.
Reserved."

SECTION 3.
All laws and parts of laws in conflict with this Act are repealed.
