L. 2004, p. 4232), as amended, so as to provide for a mayor and a mayor pro tem; to provide for the duties and powers of the mayor and mayor pro tem; to provide for the election and qualifications of the mayor and how to fill vacancies in the office of mayor; to provide for quorums; to provide for procedures; to provide for related matters; to provide for a referendum and contingent effective dates; to repeal conflicting laws; and for other purposes.
