Summary
A BILL to be entitled an Act to incorporate the City of DeKalb in DeKalb County; to provide for a charter for the City of DeKalb; to provide for incorporation, boundaries, and powers of the city; to provide for general powers and limitations on powers; to provide for a governing authority of such city and the powers, duties, authority, election, terms, method of filling vacancies, compensation, expenses, qualifications, prohibitions, and districts relative to members of such governing authority; to provide for inquiries and investigations; to provide an effective date; to repeal conflicting laws; and for other purposes.
