    1                        A bill to be entitled                      
    2         An act relating to automated external defibrillators
    3         at parks and youth recreation or sports facilities;
    4         creating ss. 125.0295 and 166.0496, F.S.; requiring
    5         that functioning automated external defibrillators be
    6         on the premises of specified facilities; providing
    7         requirements for training on the use of automated
    8         external defibrillators; providing notification
    9         requirements; providing volunteers immunity from
   10         liability; providing an effective date.
   11          
   12  Be It Enacted by the Legislature of the State of Florida:
   13  
   14         Section 1. Section 125.0295, Florida Statutes, is created
   15  to read:
   16         125.0295 Automated external defibrillator required for
   17  parks and youth recreation or sports facilities owned or
   18  operated by a county.—
   19         (1)Each park and youth recreation or sports facility owned
   20  or operated by a county shall have on the premises at all times
   21  a functioning automated external defibrillator.
   22         (2)Each park and youth recreation or sports facility owned
   23  or operated by a county shall ensure that employees and
   24  volunteers at such parks and facilities are properly trained in
   25  accordance with s. 401.2915(2)(a) and shall notify the local
   26  emergency medical services medical director or the local public
   27  safety answering point, as defined in s. 365.172(3), of the
   28  location of each automated external defibrillator at such parks
   29  and facilities.
   30         (3)A volunteer who uses an automated external
   31  defibrillator to render emergency care or to respond in a
   32  perceived medical emergency is immune from civil liability
   33  pursuant to ss. 768.13 and 768.1325.
   34         Section 2. Section 166.0496, Florida Statutes, is created
   35  to read:
   36         166.0496Automated external defibrillator required for
   37  parks and youth recreation or sports facilities owned or
   38  operated by a municipality.—
   39         (1)Each park and youth recreation or sports facility owned
   40  or operated by a municipality shall have on the premises at all
   41  times a functioning automated external defibrillator.
   42         (2)Each park and youth recreation or sports facility owned
   43  or operated by a municipality shall ensure that employees and
   44  volunteers at such parks and facilities are properly trained in
   45  accordance with s. 401.2915(2)(a) and shall notify the local
   46  emergency medical services medical director or the local public
   47  safety answering point, as defined in s. 365.172(3), of the
   48  location of each automated external defibrillator at such parks
   49  and facilities.
   50         (3)A volunteer who uses an automated external
   51  defibrillator to render emergency care or to respond in a
   52  perceived medical emergency is immune from civil liability
   53  pursuant to ss. 768.13 and 768.1325.
   54         Section 3. This act shall take effect July 1, 2024.
