Florida Senate - 2020 SB 1200 By Senator Gruters 23-00251-20 20201200__ 1 A bill to be entitled 2 An act relating to voter registration maintenance; 3 amending s. 98.065, F.S.; requiring supervisors of 4 elections to enter into agreements with clerks of the 5 circuit courts to receive specified information; 6 requiring supervisors of elections to compare the 7 information with the statewide voter registration 8 system; amending s. 98.093, F.S.; requiring the 9 Department of Highway Safety and Motor Vehicles to 10 furnish monthly to the Department of State a list of 11 persons who identified themselves as aliens; requiring 12 the Department of State to compare the list with the 13 statewide voter registration system and provide the 14 names of registered voters who are aliens to the 15 supervisors of elections of the counties in which the 16 voters are registered; providing an effective date. 17 18 Be It Enacted by the Legislature of the State of Florida: 19 20 Section 1. Present paragraphs (a), (b), and (c) of 21 subsection (4) of section 98.065, Florida Statutes, are 22 redesignated as paragraphs (b), (c), and (d), respectively, and 23 a new paragraph (a) is added to that subsection, to read: 24 98.065 Registration list maintenance programs.— 25 (4)(a) The supervisor shall enter into an agreement with 26 the local clerk of the circuit court to receive monthly from the 27 clerk change-of-address information and a list of potential 28 jurors who identified themselves as aliens, as defined in s. 29 327.02(2), during the preceding calendar month. Each list must 30 include the name, address, date of birth, sex, and either the 31 Florida driver license number or Florida identification card 32 number, whichever is available, of each such person. The 33 supervisor shall compare all of the information included in the 34 list each month with the statewide voter registration system. 35 Section 2. Paragraph (h) is added to subsection (2) of 36 section 98.093, Florida Statutes, to read: 37 98.093 Duty of officials to furnish information relating to 38 deceased persons, persons adjudicated mentally incapacitated, 39andpersons convicted of a felony, and persons identified as 40 aliens.— 41 (2) To the maximum extent feasible, state and local 42 government agencies shall facilitate provision of information 43 and access to data to the department, including, but not limited 44 to, databases that contain reliable criminal records and records 45 of deceased persons. State and local government agencies that 46 provide such data shall do so without charge if the direct cost 47 incurred by those agencies is not significant. 48 (h) The Department of Highway Safety and Motor Vehicles 49 shall furnish monthly to the department a list of persons who 50 identified themselves as aliens, as defined in s. 327.02(2), 51 during the preceding calendar month. Each list must include the 52 name, address, date of birth, sex, and either the Florida driver 53 license number or Florida identification card number, whichever 54 is available, of each such person. The department shall compare 55 all of the information included in the list each month with the 56 statewide voter registration system and, if the department 57 determines that a registered voter is an alien, provide the name 58 of that voter to the supervisor of elections of the county in 59 which the voter is registered. 60 Section 3. This act shall take effect July 1, 2020.
