    1                        A bill to be entitled                      
    2         An act relating to continuing education for barbers,
    3         cosmetologists, and specialists; amending ss. 476.154
    4         and 477.019, F.S.; requiring a 1-hour course on
    5         domestic violence and sexual assault awareness as a
    6         condition of license or registration renewal;
    7         providing rulemaking; providing an effective date.

    9  Be It Enacted by the Legislature of the State of Florida:
   10  
   11         Section 1. Paragraph (a) of subsection (3) of section
   12  476.154, Florida Statutes, is amended to read:
   13         476.154 Biennial renewal of licenses.—
   14         (3)(a) The department shall renew a license upon receipt of
   15  the renewal application and fee, and proof of completion of a 1
   16  hour course on domestic violence and sexual assault awareness as
   17  prescribed by department rule.
   18         Section 2. Paragraph (a) of subsection (7) of section
   19  477.019, Florida Statutes, is amended to read:
   20         477.019 Cosmetologists; qualifications; licensure;
   21  supervised practice; license renewal; endorsement; continuing
   22  education.—
   23         (7)(a) The board shall prescribe by rule continuing
   24  education requirements intended to ensure protection of the
   25  public through updated training of licensees and registered
   26  specialists, not to exceed 17 16 hours biennially, as a
   27  condition for renewal of a license or registration as a
   28  specialist under this chapter. Continuing education courses
   29  shall include a 1-hour course on domestic violence and sexual
   30  assault awareness, as prescribed by rule, and courses in, but
   31  not be limited to, the following subjects as they relate to the
   32  practice of cosmetology: human immunodeficiency virus and
   33  acquired immune deficiency syndrome; Occupational Safety and
   34  Health Administration regulations; workers’ compensation issues;
   35  state and federal laws and rules as they pertain to
   36  cosmetologists, cosmetology, salons, specialists, specialty
   37  salons, and booth renters; chemical makeup as it pertains to
   38  hair, skin, and nails; and environmental issues. Courses given
   39  at cosmetology conferences may be counted toward the number of
   40  continuing education hours required if approved by the board.
   41         Section 3. This act shall take effect July 1, 2017.
