1                        A bill to be entitled 
2         An act relating to the Florida School for the Deaf and 
3         the Blind; amending s. 1002.36, F.S.; requiring that 
4         salaries for full-time instructional personnel at the 
5         school be increased annually according to the average 
6         of certain comparable salaries; requiring annual 
7         negotiation of salary schedules; providing for 
8         implementation based on funding; providing an 
9         effective date.

11  Be It Enacted by the Legislature of the State of Florida: 
12 
13         Section 1. Subsections (7), (8), and (9) of section 
14  1002.36, Florida Statutes, are renumbered as subsections (8), 
15  (9), and (10), respectively, and a new subsection (7) is added 
16  to that section to read: 
17         1002.36 Florida School for the Deaf and the Blind.— 
18         (7) INSTRUCTIONAL PERSONNEL SALARIES.—Critical to 
19  accomplishment of the mission and objectives of the Florida 
20  School for the Deaf and the Blind is the retention of valued 
21  instructional personnel at the school. To bring about such 
22  retention, the salaries for full-time instructional personnel at 
23  the school shall be increased annually to the average of 
24  comparable salaries, based upon academic qualifications and 
25  years of experience, in the school districts of Clay County, 
26  Putnam County, St. Johns County, and Flagler County. The salary 
27  schedule for instructional personnel at the school shall be 
28  negotiated annually in accordance with chapter 447. This 
29  subsection shall be implemented to the extent funding is 
30  specifically provided for this purpose. 
31         Section 2. This act shall take effect July 1, 2010.
