Florida Senate - 2015 SB 386 By Senator Gibson 9-00180-15 2015386__ 1 A bill to be entitled 2 An act relating to voter registration; amending s. 3 97.1031, F.S.; requiring the supervisor of elections 4 to make available an online form that allows an 5 elector to electronically submit a notice of in-state 6 change of residence; providing an effective date. 7 8 Be It Enacted by the Legislature of the State of Florida: 9 10 Section 1. Section 97.1031, Florida Statutes, is amended to 11 read: 12 97.1031 Notice of change of residence, change of name, or 13 change of party affiliation.— 14 (1)(a) AnWhen an elector changes his or her residence15address, theelector shallmustnotify the supervisor of 16 elections of any change in his or her residence address. Except 17 as provided in paragraph (b), an address change must be 18 submitted using a voter registration application. 19 (b) If the address change is within thisthestate, the 20 elector may provideandnoticeis providedto the supervisor of 21 elections of the county where the elector has moved, the elector22may do soby any of the following methods: 23 1. Contacting the supervisor of elections byviatelephone 24or electronic means, in which case the elector must provide his 25 or her date of birth.; or26 2. Electronically submitting a notice of change of 27 residence. The supervisor of elections shall make available an 28 online form on his or her official website for this purpose. 29 3.2.Submitting the change on a voter registration 30 application or other signed written notice. 31 (2) When an elector seeks to change party affiliation, the 32 elector shall notify his or her supervisor of elections or other 33 voter registration official by using a signed written notice 34 that contains the elector’s date of birth or voter registration 35 number. When an elector changes his or her name by marriage or 36 other legal process, the elector shall notify his or her 37 supervisor of elections or other voter registration official by 38 using a signed written notice that contains the elector’s date 39 of birth or voter’s registration number. 40 (3) The voter registration official shall make the 41 necessary changes in the elector’s records as soon as practical 42 upon receipt of such notice of a change of address of legal 43 residence, name, or party affiliation. The supervisor of 44 elections shall issue the new voter information card. 45 Section 2. This act shall take effect July 1, 2015.
