    4         to inform certain pro se litigants about court
    5         reporters and the importance of transcripts in the
    6         appeals process; making technical changes; providing
    7         an effective date.

    9  Be It Enacted by the Legislature of the State of Florida:
   10  
   11         Section 1. Section 28.215, Florida Statutes, is amended to
   12  read:
   13         28.215 Pro se assistance.—The clerk of the circuit court
   14  shall:
   15         (1) Provide ministerial assistance to pro se litigants, but
   16  may not provide. Assistance shall not include the provision of
   17  legal advice.
   18         (2) Inform a pro se litigant who is a party to a civil
   19  proceeding about the purpose, role, and significance of a court
   20  reporter and the importance of transcripts in the appeals
   21  process.
   22         Section 2. This act shall take effect July 1, 2019.
