Florida Senate - 2020 SJR 176 By Senator Rodriguez 37-00406-20 2020176__ 1 Senate Joint Resolution 2 A joint resolution proposing an amendment to Section 2 3 of Article XI of the State Constitution to require 4 that any proposals to revise the State Constitution, 5 or any part thereof, filed by the Constitution 6 Revision Commission be limited to a single subject. 7 8 Be It Resolved by the Legislature of the State of Florida: 9 10 That the following amendment to Section 2 of Article XI of 11 the State Constitution is agreed to and shall be submitted to 12 the electors of this state for approval or rejection at the next 13 general election or at an earlier special election specifically 14 authorized by law for that purpose: 15 ARTICLE XI 16 AMENDMENTS 17 SECTION 2. Revision commission.— 18 (a) Within thirty days before the convening of the 2037 192017regular session of the legislature, and each twentieth year 20 thereafter, there shall be established a constitution revision 21 commission composed of the following thirty-seven members: 22 (1) the attorney general of the state; 23 (2) fifteen members selected by the governor; 24 (3) nine members selected by the speaker of the house of 25 representatives and nine members selected by the president of 26 the senate; and 27 (4) three members selected by the chief justice of the 28 supreme court of Florida with the advice of the justices. 29 (b) The governor shall designate one member of the 30 commission as its chair. Vacancies in the membership of the 31 commission shall be filled in the same manner as the original 32 appointments. 33 (c) Each constitution revision commission shall convene at 34 the call of its chair, adopt its rules of procedure, examine the 35 constitution of the state, hold public hearings, and, not later 36 than one hundred eighty days prior to the next general election, 37 file with the custodian of state records its proposal, if any, 38 of a revision of this constitution or any part thereofof it. 39 (d) Any proposal of a revision of this constitution, or any 40 part thereof, filed by the constitution revision commission with 41 the custodian of state records must embrace but one subject and 42 matter directly connected therewith. 43 BE IT FURTHER RESOLVED that the following statement be 44 placed on the ballot: 45 CONSTITUTIONAL AMENDMENT 46 ARTICLE XI, SECTION 2 47 ESTABLISHING SINGLE-SUBJECT LIMITATION FOR CONSTITUTION 48 REVISION COMMISSION PROPOSALS.—Proposing an amendment to the 49 State Constitution to require that any proposal of a revision of 50 the State Constitution, or any part thereof, filed by the 51 Constitution Revision Commission with the custodian of state 52 records for placement on the ballot be limited to a single 53 subject and matter directly connected to such subject.
