A bill to be entitled
2An act relating to state employees; providing for the
3resolution of certain collective bargaining issues at
4impasse between the State of Florida and certified
5bargaining units of state employees; providing for all
6other mandatory collective bargaining issues that are at
7impasse and that are not addressed by the act or the
8General Appropriations Act to be resolved consistent with
9personnel rules or by otherwise maintaining the status
10quo; providing an effective date.

12Be It Enacted by the Legislature of the State of Florida:

14 Section 1. All collective bargaining issues at impasse for
15the 2010-2011 fiscal year between the State of Florida and the
16legal representatives of the certified bargaining units for
17state employees shall be resolved as follows:
18 (1) Collective bargaining issues at impasse between the
19State of Florida and the Florida State Fire Service Association
20regarding Article 11 "Classification Review," Article 24 "On-
21call Assignment, Call-Back and Residency," and Article 30
22"Prevailing Rights" shall be resolved by maintaining the status
23quo under the language of the current collective bargaining
24agreement.
25 (2) Collective bargaining issues at impasse between the
26State of Florida and the Police Benevolent Association - Law
27Enforcement Unit regarding Article 8 "Workforce Reduction,"
28Article 10 "Disciplinary Action," Article 12 "Personnel
29Records," and Article 36 "Awards" shall be resolved by
30maintaining the status quo under the language of the current
31collective bargaining agreement.
32 (3) Collective bargaining issues at impasse between the
33State of Florida and the Police Benevolent Association - Special
34Agent Unit regarding Article 7 "Internal Investigations and
35Disciplinary Actions" and Article 8 "Workforce Reduction" shall
36be resolved by maintaining the status quo under the language of
37the current collective bargaining agreement.
38 (4) Collective bargaining issues at impasse between the
39State of Florida and the Police Benevolent Association - Highway
40Patrol Unit regarding Article 10 "Disciplinary Action" and
41Article 15 "Seniority" shall be resolved by maintaining the
42status quo under the language of the current collective
43bargaining agreement.
44 (5) Collective bargaining issues at impasse between the
45State of Florida and the Police Benevolent Association -
46Security Services Unit regarding Article 23 "Hours of
47Work/Overtime" shall be resolved by maintaining the status quo
48under the language of the current collective bargaining
49agreement.
50 (6) Collective bargaining issues at impasse between the
51State of Florida and the Federation of Physicians and Dentists -
52Selected Exempt Service - Supervisory Non-Professional Unit
53regarding Article 18 "Hours of Work and Leave of Absence" shall
54be resolved by maintaining the status quo under the language of
55the current collective bargaining agreement.
56 (7) Collective bargaining issues at impasse between the
57State of Florida and the Florida Nurses Association -
58Professional Health Care Unit regarding Article 8 "Workforce
59Reduction" shall be resolved by maintaining the status quo under
60the language of the current collective bargaining agreement.
61 (8) Collective bargaining issues at impasse between the
62State of Florida and the Federation of Public Employees -
63Lottery Administration and Support Unit regarding Article 6
64"Employee Records" shall be resolved by maintaining the status
65quo under the language of the current collective bargaining
66agreement.

68All other mandatory collective bargaining issues at impasse for
69the 2010-2011 fiscal year which are not addressed by this act or
70the General Appropriations Act for the 2010-2011 fiscal year
71shall be resolved consistent with the personnel rules in effect
72on May 1, 2010, and by otherwise maintaining the status quo
73under the language of the applicable current collective
74bargaining agreements.
75 Section 2. This act shall take effect July 1, 2010.
