Following Specific Appropriation 109, INSERT:

From the funds in Specific Appropriation 109, $104,287,440 is provided 
for scholarship awards. In addition to funds for scholarship awards, 
three percent of the amount of each award, up to $3,128,623, is provided 
for reasonable and necessary administrative expenses for each 
scholarship funding organization's management and distribution of 
scholarships for this program.
