       The Committee on Community Affairs (Dean) recommended the
       following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 66 - 69
    4  and insert:
    5  the county or municipality. The ordinance may take effect only
    6  on January 1 of any given year and may terminate only on
    7  December 31 of any given year. The county shall notify the
    8  department within 10 days after final adoption of the ordinance
    9  imposing, terminating, or changing the rate of a surcharge, but
   10  no later than September 1 prior to the effective date.
