    4  and insert:
    5         (2) For residential property insurance, an agreement
    6  entered into by a policyholder for emergency mitigation services
    7  to which insurance proceeds may be applied is valid only if:
    8         (a) The agreement is in compliance with any managed repair
    9  or preferred vendor policy provisions;
   10         (b) The agreement specifies in writing the estimated scope
   11  and price of the work before it is performed;
   12         (c) Any change from the original estimated scope and price
   13  of the work is preapproved by the policyholder; and
   14         (d) The work is performed by an individual or company
