       The Committee on Governmental Oversight and Accountability
       (DiCeglie) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 81 - 120
    4  and insert:
    5  individual project under the contract does not exceed $7.5 $4
    6  million. For purposes of this subsection, the term “continuing
    7  contract” means a contract with a construction management or
    8  program management entity for work during a defined period on
    9  construction projects described by type which may or may not be
   10  identified at the time of entering into the contract.
   11         Section 2. Paragraph (g) of subsection (2) of section
   12  287.055, Florida Statutes, is amended to read:
   13         287.055 Acquisition of professional architectural,
   14  engineering, landscape architectural, or surveying and mapping
   15  services; definitions; procedures; contingent fees prohibited;
   16  penalties.—
   17         (2) DEFINITIONS.—For purposes of this section:
   18         (g)1. A “continuing contract” is a contract for any of the
   19  following:
   20         a. Professional services entered into in accordance with
   21  all the procedures of this act between an agency and a firm
   22  whereby the firm provides professional services to the agency
   23  for projects in which the estimated construction cost of each
   24  individual project under the contract does not exceed $7.5 $4
   25  million. Beginning July 1, 2025, and each July 1 thereafter, the
   26  department shall adjust the maximum amount allowed on the
   27  preceding June 30 for each individual project in a continuing
   28  contract by using the change in the June-to-June Consumer Price
   29  Index for All Urban Consumer issued by the Bureau of Labor
   30  Statistics of the United States Department of Labor. The
   31  department shall publish the adjusted amount on its website;,
   32         b.for Study activity if the fee for professional services
   33  for each individual study under the contract does not exceed
   34  $500,000;, or
   35         c.for Work of a specified nature as outlined in the
   36  contract required by the agency, with the contract being for a
   37  fixed term or with no time limitation except that the contract
   38  must provide a termination clause.
   39         2. Firms providing professional services under continuing
   40  contracts may shall not be required to bid against one another.

   43  And the title is amended as follows:
   44         Delete lines 7 - 11
   45  and insert:
   46         definition of the term “continuing contract” to
   47         increase the maximum dollar value of such contract, to
   48         require the Department of Management Services,
   49         beginning on a specified date and annually thereafter,
   50         to adjust the maximum dollar value allowed under such
   51         contracts using a specified index, and to publish the
   52         new dollar value on its website; making technical
   53         changes; providing an effective
