       The Committee on Community Affairs (Bradley) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 18 - 28
    4  and insert:
    5         (5) Each biodiesel manufacturer must meet the reporting,
    6  bonding, and licensing requirements prescribed for wholesalers
    7  under by this chapter. This subsection does not apply to a
    8  municipality, county, or school district that manufactures
    9  biodiesel fuel solely for use by the municipality, county, or
   10  school district.
   11         Section 2. Paragraph (b) of subsection (4) of section
   12  206.874, Florida Statutes, is amended to read:
   13         206.874 Exemptions.—
   14         (4)
   15         (b) A municipality, county, or school district that
   16  manufactures biodiesel fuel solely for use by the municipality,
   17  county, or school district and local government users of diesel
   18  fuel are shall be required to file a return accounting for
   19  biodiesel fuel manufacturing, diesel fuel acquisitions,
   20  inventory, and
