       The Committee on Transportation (Perry) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 36 - 46
    4  and insert:
    5         (4) A person under 21 16 years of age may not operate or
    6  ride upon a moped unless the person is properly wearing
    7  protective headgear securely fastened upon his or her head which
    8  complies with Federal Motorcycle Vehicle Safety Standard 218
    9  promulgated by the United States Department of Transportation.
   10         (5) The department shall make available a list of
   11  protective headgear approved in this section, and the list shall
   12  be provided on request.
   13         (6) Each motorcycle or moped registered to a person under
   14  21 years of age must display a license plate that is unique in
   15  design and color.

   19         Delete line 5
   20  and insert:
   21         motorcycle or moped are exempt from protective
   22         headgear
