       Senator Braynon moved the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 219 - 225
    4  and insert:
    5  degree; access rate, based on the percentage of undergraduate
    6  students enrolled during the fall term who received a Pell Grant
    7  during the fall term; and other metrics approved by the board in
    8  a formally noticed meeting. The board shall adopt benchmarks to
    9  evaluate each state university’s performance on the metrics to
   10  measure the state university’s achievement of institutional
   11  excellence or need for improvement and minimum requirements for
   12  eligibility to receive performance funding. Access rate
   13  benchmarks must be differentiated and scored to reflect the
   14  varying access rate levels among the state universities;
   15  however, the scoring system may not include bonus points.
