Senator Berman moved the following:

3 In ballot statement, delete lines 465 - 487
4 and insert:
5 PROPERTY TAXES.—This amendment phases in an increase to the
6 current homestead exemption from $50,000 to $150,000 on January
7 1, 2027, and to $250,000 on January 1, 2028. Upon full
8 implementation, the amendment makes the first $250,000 of a
9 qualifying homestead’s value exempt from taxation for all levies
10 other than school district levies. For non-homestead properties,
11 the amendment prohibits annual increases of more than 5 percent
12 in assessed value. The amendment also limits local governments’
13 ability to use property tax revenue by requiring that such funds
14 only be used on certain, enumerated spending categories. If
15 approved, the amendment would take effect on January 1, 2027.
