DELAWARE STATE SENATE

147th GENERAL ASSEMBLY

SENATE CONCURRENT RESOLUTION NO. 34

ESTABLISHING A GREEN AND BETTER BUILDING ADVISORY COMMITTEE.



WHEREAS, using green or sustainable building design and construction can save as much as 30% or more on energy costs, saving Delawareans money now and into the future.

WHEREAS, green building design and construction is ongoing in the state and technology is changing and growing, offering economic, human health, and environmental opportunities to the state.

WHEREAS, it is prudent for a broadly representative group of public and private sector persons with expertise in sustainable building design to advise the General Assembly and the Governor;

NOW, THEREFORE:

BE IT RESOLVED, by the House of Representatives and Senate of the 147th General Assembly of the State of Delaware, that:

1. A Green and Better Building Advisory Committee ("the Committee") shall be established.

2. The Committee shall consist of the following people, each of whom shall be appointed by the appointing authority.

(a) A representative of the Delaware Valley Green Building Council, appointed by the Chair of the Council;

(b) A representative of the Energy and Sustainability Leaders Roundtable, appointed by the Chair of the Roundtable;

(c)A representative of the Delaware Sustainable Energy Utility Oversight Board, appointed by the Chair of the Board;

(d) A representative each from the University of Delaware, Delaware State University, Delaware Technical and Community College, appointed by the President of the College;

(e) A representative of the American Institute of Architects (AIA), Delaware chapter, appointed by the President of the Delaware chapter;

(f) A representative of the Delaware Association of Professional Engineers, appointed by the President of the Association; and

(g) The Director of the Office of State Planning Coordination or a representative appointed by the Director.

3.The following members may serve on the Committee as ex-officio non-voting members:

(a) The Director of the Delaware Energy Office, or a designee appointed by the Director;

(b) The Director of the Delaware Division of Facilities Management or a designee appointed by the Director; and

(c) The Controller General or a designee appointed by the Controller General.

4. The Chairperson of the Committee shall be elected by the Committee members.

5. The Committee shall act in an advisory capacity by reviewing legislation that pertains to healthy, high performance green buildings and sustainable land use issues.The primary function of the Committee shall be to provide current and well-researched information and advice to the General Assembly.

6. The Committee shall also bring together all public sector initiatives that are focused on sustainability, energy, and buildings in order to bring cohesion, information sharing, and inclusion of the private sector.

7.The Committee shall meet ninety days after enactment and at least quarterly thereafter.

8. The Committee shall report its findings and recommendations annually to the Governor, Speaker of the House, and President Pro Tempore of the Senate by December 1 of each year.Said report shall include a statewide view of sustainability in buildings, land use and other progress that has been made during the previous year.

9. The Department of Natural Resources and Environmental Control, Office of State Planning Coordination, Office of the Controller General and Office of Management and Budget shall provide meeting space as necessary.

BE IT FURTHER RESOLVED, that the Committee shall be constituted within 30 days of resolution of adoption.

This resolution creates a "Green and Better Building Advisory Committee."
