RECOGNIZING THE NEED FOR CONTINUED PUBLIC EDUCATION TO REMIND THOSE DRIVING ON DELAWARE'S ROADS TO KEEP THEIR EYES ON THE ROAD AND NOT ON THEIR PHONES. |
WHEREAS, a recent national survey found that 7 in 10 people use their smartphone while driving; and
WHEREAS, studies show that those who use electronic communications while driving are much more likely to be involved in a crash; and
WHEREAS, sending or reading a text takes a driver's eyes off the road for 5 seconds.If travelling at 55 mph, this equals traveling the length of a football field without looking at the road; and
WHEREAS in 2014, 63 automobile accidents in Delaware were attributed to the use of electronic communication devices while driving, while 12,394 drivers were cited in Delaware for the use of electronic communication devices while driving, and in 2015, 57 automobile accidents in Delaware were attributable to the use of electronic communications while driving, and 12,237 drivers were cited in Delaware for the use of electronic communications while driving; and
WHEREAS, continued public education and community outreach efforts to prevent this dangerous practice are paramount;
NOW, THEREFORE:
BE IT RESOLVED by the House of Representatives of the 148th General Assembly of the State of Delaware that the Delaware Office of Highway Safety, the Delaware Department of Motor Vehicles, the Delaware State Police and other law enforcement agencies throughout the State as well as other relevant agencies and offices continue the vital public education and community outreach, including working with partners in the private sector, to remind those driving on Delaware's roads to keep their eyes on the road and not on their phones, and It Can Wait.

This resolution encourages Delaware agencies to continue their vital public education and community outreach, including working with partners in the private sector, to remind those driving on Delaware's roads not to use their smartphones and other electronic communication devices while driving. |
