CREATING A TASK FORCE TO STUDY AND MAKE RECOMMENDATIONS REGARDING THE DELAWARE SCHOOL FOR THE DEAF AND STATEWIDE PROGRAMS FOR THE DEAF, HARD OF HEARING AND DEAF-BLIND. |
WHEREAS, the Delaware School for the Deaf and Statewide Programs for the Deaf, Hard of Hearing and Deaf-Blind (hereinafter "DSD-Statewide") provides valuable education opportunities and services to those who are deaf, hard of hearing or deaf-blind; and
WHEREAS, DSD-Statewide is currently administratively located within a local education agency; and
WHEREAS, DSD-Statewide provides services to individuals from as early as birth to the age of twenty-one who live throughout the State of Delaware;
NOW THEREFORE:
BE IT RESOLVED by the House of Representatives of the 147th General Assembly of the State of Delaware that a DSD-Statewide Task Force (hereinafter "Task Force") is established to study and make recommendations regarding DSD-Statewide;
BE IT FURTHER RESOLVED that the Task Force shall:
(a) Study and make recommendations regarding the current condition of educational services available to persons who are deaf, hard of hearing and deaf-blind up to the age of twenty-one throughout the State of Delaware; and
(b) Study and make recommendations regarding DSD-Statewide being administratively located within a local education agency;
BE IT FURTHER RESOLVED that the Task Force shall be composed of the following members:
(a) Two members of the public, who are parents of a child who is deaf, hard of hearing or deaf-blind to be appointed by the Speaker of the House of Representatives; and
(b) A representative of the Delaware Association of the Deaf to be appointed by the Speaker of the House of Representatives; and
(c) The Secretary of the Department of Education or a designee to be appointed by the Secretary of the Department of Education; and
(d) A representative from the Delaware School for the Deaf to be appointed by the Speaker of the House of Representatives; and
(e) A representative from the Statewide Programs for the Deaf, Hard of Hearing and Deaf-Blind to be appointed by the Speaker of the House of Representatives; and
(f) A person who is deaf-blind to be appointed by the Speaker of the House of Representatives; and
(g) Two special education directors of school districts to be appointed by the Speaker of the House of Representatives; and
(h) A representative from AI Dupont/Nemours to be appointed by the Speaker of the House of Representatives; and
(i) A representative from Hands and Voices to be appointed by the Speaker of the House of Representatives; and
(j) A representative from EHDI to be appointed by the Speaker of the House of Representatives;
BE IT FURTHER RESOLVED that the Task Force shall select a chair from among its members;
BE IT FURTHER RESOLVED that the Department of Education shall provide staff and support for the Task Force;

IT FURTHER RESOLVED that the Task Force shall submit a report of its findings
and recommendations to the Speaker of the House of Representatives and the
chair of the Education Committee on or before April 30, 2014.
