RECOGNIZING THE LATE DELAWARE STATE POLICE CORPORAL ROBERT H. BELL FOR HIS COURAGEOUS ACTIONS IN THE LINE-OF-DUTY. |
WHEREAS, Corporal Robert H. Bell joined the Delaware State Police on January 15, 1971; and
WHEREAS, on January 14, 1981, Corporal Bell, while off duty, came across another Trooper trying to prevent a man from jumping from the John T. Davis Bridge (formerly the Cranston Heights Bridge located on Kirkwood Highway near Prices Corner); and
WHEREAS, Corporal Bell stopped to assist; and
WHEREAS, during that action Corporal Bell sustained back injuries which resulted in surgery; and
WHEREAS, during that surgery Corporal Bell received a blood transfusion tainted with HIV; and
WHEREAS, on September 6, 1993, Corporal Bell died in the line-of-duty due to complications from AIDS; and
WHEREAS, the circumstances surrounding Corporal Bell's death were not publicly known for many years after he died; and
WHEREAS, he did not receive the funeral honors and public recognition normally bestowed upon a police officer following a line-of-duty death;
NOW, THEREFORE:
BE IT RESOLVED by the House of Representatives and the Senate of the 146th General Assembly of the State of Delaware, with the approval of the Governor, that the death of Corporal Robert H. Bell has been designated as a line-of-duty death.
BE IT FURTHER RESOLVED that Corporal Robert H. Bell is recognized for his willingness to take action, risking his life to save another.
BE IT FURTHER RESOLVED that this action is the enduring memory of Corporal Bell's life.
BE IT FURTHER RESOLVED that a suitably prepared copy of this resolution be presented to the staff of the Division of Corporations, the Office of the Secretary of State, and the family of Corporal Robert H. Bell.
