HOUSE OF REPRESENTATIVES

148th GENERAL ASSEMBLY

HOUSE CONCURRENT RESOLUTION NO. 3

PROCLAIMING FEBRUARY 2015 AS WINE MONTH IN DELAWARE.

WHEREAS, Delaware's excellent wines, wineries, and vineyards are an important part of the state's agricultural diversity, tourism, and economy; and

WHEREAS, winemaking has been a tradition in Delaware and continues to build upon a rich history that began in 1991 when the 136th General Assembly passed House Bill No. 211 which authorized the Delaware Alcoholic Beverage Control Commission to issue farm winery licenses and permit the holder of such licenses to manufacture wine and contribute to the development of a local wine industry; and

WHEREAS, Peggy Raley-Ward, who spearheaded lobbying efforts to create wine farm legislation in Delaware, and her father, Bob Raley, founded the state's first vineyard in 1993, Nassau Valley Vineyards, on a family farm site just outside of historic Lewes, which has received international praise and over 100 awards over the course of its short existence; and

WHEREAS, Delaware is home to 17 wineries, breweries, and distilleries that are included on the "Delaware Beer, Wine and Spirits Trail," and the "Good Libations Tour," major tourist attractions in the State; and

WHEREAS, supporting Delaware's local wineries, breweries, and distilleries is of utmost importance to the state as evidenced by the creation of the Delaware Wine and Beer Festival in 2010 that has been recognized in the "Top 100 USA Events" by the American Business Association and features all 17 locations; and

WHEREAS, Delaware's four wineries—Nassau Valley Vineyards, Pizzadili Vineyard and Winery, Fenwick Wine Cellars, and Harvest Ridge Winery—produce award-winning wine that has been recognized around the state, regionally and nationally; and

WHEREAS, the Delaware Wineries Association was created to promote the consumption and production of hand crafted wine and distilled spirits in Delaware, a small organization that is growing, and producing award winning, high quality wines; and

WHEREAS, Delaware is included in The Vintage Atlantic Wine Region that stretches across Pennsylvania, Maryland, Delaware, and New Jersey, boasting more than 50 wineries spread over six wine trails that showcase this region's ideal conditions for growing wine as a result of our sandy soil, mild winters, and a long growing season.

NOW, THEREFORE;

BE IT RESOLVED by the House of Representatives of the 148th General Assembly of the State of Delaware, the Senate concurring therein, that we do proclaim February 2015 as Wine Month in Delaware.
