HOUSE CONCURRENT RESOLUTION NO. 148
REQUESTING MEDICAL PROFESSIONALS TO PROVIDE PARENTS AND CAREGIVERS WITH RESOURCES ON INFANT AND CHILD CPR AND BASIC FIRST AID TRAINING.
WHEREAS, obstetricians and gynecologists provide essential prenatal and postnatal care, ensuring the health and well-being of both mothers and infants throughout pregnancy and following childbirth; and
WHEREAS, hospitals provide parent educational materials related to infant safety and health monitoring for families taking their newborn home; and
WHEREAS, the American Academy of Pediatrics recognizes the primary care provider as one of the most crucial figures in both primary and secondary prevention models, responsible for managing children from infancy through late teenage years, and maintaining a longstanding relationship with the child, family, and community at large; and
WHEREAS, the Department of Health and Social Services plays a crucial role in public health education and is well-positioned to collaborate with healthcare providers, community organizations, and educational institutions to develop and disseminate comprehensive educational materials on infant and child cardiopulmonary resuscitation (CPR) and basic first aid training for parents and caregivers; and
WHEREAS, infants and young children are particularly vulnerable to sudden cardiac arrest and suffocation, with survival often contingent upon immediate CPR and choking relief interventions; and
WHEREAS, parents, caregivers, and individuals in close contact with infants constitute essential first responders in out-of-hospital cardiac arrest and choking incidents, playing a pivotal role in improving survival rates and minimizing neurological complications; and
WHEREAS, equipping parents and caregivers with infant and child CPR and basic first aid training can significantly enhance their safety and well-being, reducing the incidence of preventable fatalities and injuries; and
WHEREAS, reputable sources such as the American Heart Association, American Red Cross, and the Delaware State Fire School offer comprehensive CPR and basic first aid training, and individuals can conveniently search for local in-person training classes on their websites, ensuring accessible and high-quality education for parents and caregivers.
NOW, THEREFORE:
BE IT RESOLVED by the House of Representatives of the 152nd General Assembly of the State of Delaware, the Senate concurring therein, that the House and Senate hereby request medical professionals across the state to provide parents of infants with resources for infant and child CPR and basic first aid training.
BE IT FURTHER RESOLVED that medical professionals are urged to incorporate infant and child CPR and basic first aid training into parent education programs, postnatal care consultations, and pediatric checkup visits.
BE IT FURTHER RESOLVED that the Department of Health and Social Services shall collaborate with healthcare providers, community organizations, and educational institutions to develop and disseminate educational materials on infant and child CPR and basic first aid training for parents and caregivers.
BE IT FURTHER RESOLVED that medical professionals are encouraged to share information on infant and child CPR and basic first aid training at the office level, including waiting and exam room posters, and parent education material for families taking their newborn home or to their first pediatrician appointment.
BE IT FURTHER RESOLVED that the General Assembly recommends allocating resources and funding to support the implementation of infant and child CPR and basic first aid training initiatives in healthcare settings and community-based programs.
SYNOPSIS
This Concurrent Resolution requests that medical professionals who engage in the provision of prenatal or postnatal care, delivery, or infant care services to provide parents and caregivers resources on infant and child CPR and basic first aid training.
