Summary
Delaware law is largely silent on the appropriate use of restrictive housing, or “solitary confinement,” and little information is publicly available regarding its use in corrections facilities. There is growing concern about the effects of solitary confinement on mental health and reentry. Therefore, this joint resolution authorizes the House Corrections Committee and the Department of Corrections to commission an examiner to study and make findings and recommendations concerning the use of restrictive housing in Delaware correctional facilities.
