Summary
This Resolution recognizes Major General Francis D. Vavala in his capacity as the Chairman of the National Guard Association of the United States for his national leadership in gaining passage of the Empowerment Act. This historic legislation will rewrite history books because it adds the Chief of the National Guard Bureau as a full member of the Joint Chiefs of Staff and will enhance the nation’s military capabilities abroad as well as within the United States at the national, state and local levels.
