Summary
This Act amends the existing law regarding specifications for the humane handling, care and treatment of dogs to include restrictions on tethering dogs for extended periods of time between the hours of 11:00 p.m. and 6:00 a.m. and when there is inclement weather. This bill also directs the animal shelters located in the State of Delaware to implement a public awareness campaign to educate the public about the dangers of tethering dogs in these conditions.
