As introduced it establishes when DCRA shall require construction contractors shall provide proof of financial responsibility and an estimated cost of construction. It requires reporting of lapsed insurance for contractors by the insurer. It requires housing providers to provide documentation of a Basic Business License at the time of filing an action for possession or when attempting to raise the rent. It establishes an expiration date for permits issued for work. It establishes rat abatement protocols for applicants of a demolition permit. It also requires those doing a construction or condo conversion to post a bond or letter of credit with the Mayor in the amount of 10% of the estimated cost. It establishes additional certification requirements for housing code inspectors. It establishes the District of Columbia Construction Commission appointed by the Mayor to set the standards for licensing contractors in the District among other things.
