As introduced, this bill establishes an Interstate Compact that precludes members from providing public incentives or financing for the construction of facilities for a Washington area professional football team unless available to all development projects or business entities located in the members boundaries or jurisdiction. Members are precluded from utilizing public funds for the construction or maintenance of facilities or for infrastructure improvements for a Washington Area Professional Football Team. Members are also precluded from leasing or donating land to a Washington Area Professional Football Team or an entity affiliated with a Washington Area Professional Football Team. The act applies after the enactment of legislation by the State of Maryland and the Commonwealth of Virginia and upon the date of inclusion of its fiscal budget and financial plan for the District of Columbia.
