RESOLUTION CONVENING THE GENERAL ASSEMBLY IN SPECIAL SESSION.

Resolved by this Assembly:

WHEREAS, the Connecticut General Assembly is committed to strengthening Connecticut's economy and restoring fiscal stability;

WHEREAS, the General Assembly has a history of working in a bipartisan manner and with the Executive Branch to meet economic challenges, such as our historic 2011 jobs special session and the current helicopter and aerospace manufacturing assistance special session;

WHEREAS, while bipartisan agreement on broad tax and spending policy may be difficult, there are specific measures we can take now that will send a clear message to our constituents, taxpayers and businesses large and small that we are serious about structural change;

WHEREAS, Democratic leaders have expressed opposition to a state mileage tax and rail fare increases;

WHEREAS, the Senate has previously supported, on a bipartisan basis, common sense pension reforms;

WHEREAS, Democratic leaders have expressed support for implementing a cap on state bonding;

WHEREAS, Democratic leaders have expressed support for creating a Transportation Oversight Board;

WHEREAS, the Governor has previously supported requiring legislative approval of state employee contracts;

WHEREAS, we must seize the opportunity now to continue to work together on those areas of common interest and bipartisan support and begin to restore Connecticut's fiscal health and economic competitiveness.

NOW, THEREFORE, BE IT RESOLVED, that pursuant to Article III of the amendments to the state Constitution, and Rule 33 of the Joint Rules of this session, we, the members of this General Assembly, judge it necessary that there be a special session of the General Assembly, that said session be convened not earlier than 10:00 a.m. on September 29, 2016, and end on or before midnight October 15, 2016, and that the call of the session be solely for the purposes of considering and enacting one or more of the following:

(1) Bills prohibiting the state from participating in the mileage tax pilot program and prohibiting the implementation of any state mileage tax;

(2) Bills prohibiting the state from implementing rail and bus fare increases without prior legislative approval;

(3) Bills implementing the pension reforms contained in Senate Bill 1301 of the 2011 regular session, which passed the Senate during that session, including a prohibition on new longevity payments and the elimination of longevity payments and overtime from pension calculations;

(4) Bills creating a bipartisan State Bond Cap Commission and requiring that the commission present recommendations for an annual cap on state bond allocations and issuances not later than February 28, 2017, and requiring a vote on such recommendations in both chambers during the 2017 regular session;

(5) Bills creating a Transportation Oversight Board to ensure broad-based input and accountability for state-wide transportation planning and funding; and

(6) Bills requiring legislative approval of all state employee contracts.

BE IT FURTHER RESOLVED, that the clerks of the Senate and the House of Representatives deliver a copy of this resolution to the Secretary of the State forthwith.
