AN ACT CONCERNING THE BUDGET RESERVE FUND.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) (a) The Secretary of the Office of Policy and Management, or the secretary's designee, in consultation with the Treasurer, or the Treasurer's designee, and the director of the Office of Fiscal Analysis, or the director's designee, shall evaluate the Budget Reserve Fund and prepare recommendations concerning said fund, which shall include, but not be limited to: (1) The means by which said fund should be funded, (2) the appropriate maximum level of funding for said fund, and (3) the purposes for which moneys from said fund may be expended.

(b) On or before November 15, 2011, the Secretary of the Office of Policy and Management shall submit to the joint standing committees of the General Assembly having cognizance of matters relating to appropriations and the budgets of state agencies and finance, revenue and bonding, in accordance with section 11-4a of the general statutes, the recommendations prepared under subsection (a) of this section.

This act shall take effect as follows and shall amend the following sections:
