AN ACT ESTABLISHING AN EDUCATOR PREPARATION ADVISORY COUNCIL.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (NEW) (Effective from passage) (a) There is established an Educator Preparation Advisory Council within the Department of Education. Membership of the council shall consist of: (1) The Commissioner of Education, or the commissioner's designee, (2) the president of the Board of Regents for Higher Education, or the president's designee, (3) the chairperson of the Board of Trustees for The University of Connecticut, or the president's designee, (4) the executive director of the Office of Higher Education, or the director's designee, (5) one representative from each of the following associations, designated by the association, the Connecticut Association of Boards of Education, the Connecticut Association of Public School Superintendents, the Connecticut Federation of School Administrators, the Connecticut Education Association and the American Federation of Teachers-Connecticut, and (6) persons selected by the Commissioner of Education who shall be representatives from teacher preparation programs. For purposes of this section, "teacher preparation program" means a program designed to qualify an individual for professional certification as an educator provided by institutions of higher education or other providers approved by the Department of Education, including, but not limited to, an alternate route to certification program.
(b) The council shall be responsible for assisting the State Board of Education, the Board of Regents for Higher Education, The University of Connecticut and the Office of Higher Education in developing and implementing a system for the approval, regulation, oversight and accreditation of teacher preparation programs. The council shall evaluate such teacher preparation programs and such evaluation shall include, but not be limited to, an examination of (1) the performance of graduates of such teacher preparation programs in the classroom, as measured by teacher performance evaluations and student achievement data, (2) the employment of such program graduates, including, but not limited to, retention, turnover and dismissal rates, (3) educator preparedness for such program graduates, (4) the effectiveness of recruitment efforts of teacher preparation programs, including efforts to attract high academically-performing students, and (5) feedback from school districts regarding the readiness and effectiveness of such program graduates.
(c) Annually, not later than January 15, 2014, and January 15, 2015, and biennially thereafter, the council shall submit a report on teacher preparation programs in the state to the joint standing committees of the General Assembly having cognizance of matters relating to education and higher education and employment advancement, in accordance with the provisions of section 11-4a of the general statutes. Such report shall include, but not be limited to, the evaluation described in subsection (b) of this section and any recommendations for legislation relating to teacher preparation programs.
