AN ACT CONCERNING PRISON GERRYMANDERING.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. Section 9-14 of the general statutes is repealed and the following is substituted in lieu thereof (Effective from passage):
No person shall be deemed to have lost his or her residence in any town by reason of his or her absence therefrom in any institution maintained by the state. No person who resides in any institution maintained by the state, including, but not limited to, an institution maintained by the Department of Correction, shall be admitted as an elector in the town in which such institution is located, unless [he] such person proves to the satisfaction of the admitting official that he or she is a bona fide resident of such institution.
This act shall take effect as follows and shall amend the following sections: | ||

Statement of Purpose:
To clarify that the population of a prison should not be included as part of the population of the legislative district in which the prison is located.
