AN ACT EXEMPTING MEMBERS OF THE CONNECTICUT NATIONAL GUARD FROM CERTAIN FEES CHARGED BY THE COMMISSIONER OF MOTOR VEHICLES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. Subsection (o) of section 14-49 of the general statutes is repealed and the following is substituted in lieu thereof (Effective July 1, 2011):

(o) No registration fee shall be charged in respect to any motor vehicle owned by a municipality, as defined in section 7-245, any other governmental agency or a military agency and used exclusively for the conduct of official business. No registration fee shall be charged for any motor vehicle owned by or leased to a transit district and used exclusively to provide public transportation. No fee shall be charged for the registration of ambulances owned by hospitals or any nonprofit civic organization approved by the commissioner, but a fee of twenty dollars shall be charged for the inspection of any such ambulance. No fee shall be charged for the registration of fire department apparatus as provided by section 14-19. No registration fee shall be charged to [a] any member of the Connecticut Army or Air National Guard in good standing or to any disabled veteran, as defined in section 14-254, residing in this state for the registration of three passenger, camper or passenger and commercial motor vehicles leased or owned by such member or veteran in any registration year, provided such vehicles shall not be used for hire. No registration fee shall be charged for any motor vehicle leased to an agency of this state on or after June 4, 1982.

Sec. 2. Subsection (c) of section 14-50 of the general statutes is repealed and the following is substituted in lieu thereof (Effective July 1, 2011):

(c) The commissioner shall waive any operator's license or registration fee, including any renewal fee in the case of any member of the Connecticut Army or Air National Guard in good standing or any person in the active service of the armed forces of the United States who was a legal resident of Connecticut at the time of his induction; and for one licensing period to any person honorably separated from such service who applies therefor within two years following the date of separation and was a legal resident of Connecticut at the time of his induction. The commissioner may adopt regulations, in accordance with chapter 54, to implement the provisions of this subsection.

This act shall take effect as follows and shall amend the following sections:

To waive certain fees charged by the Department of Motor Vehicles for active members of the Connecticut National Guard.
