AN ACT ESTABLISHING A PILOT PROGRAM USING CIVILIAN VOLUNTEERS TO ASSIST IN THE ENFORCEMENT OF STATE AND MUNICIPAL LAWS CONCERNING PARKING FOR PERSONS WITH BLINDNESS AND PERSONS WITH DISABILITIES THAT LIMIT OR IMPAIR THE ABILITY TO WALK.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That the Commissioner of Motor Vehicles, in conjunction with the police departments of three municipalities, shall conduct a pilot program for improved enforcement of the provisions of state statutes and municipal ordinance codes concerning handicapped parking, with the assistance of civilian volunteers; that any municipality that wishes to participate in the pilot program shall apply to the commissioner, who shall select three municipalities from among such applicants; that the police department of each such municipality shall invite residents to participate in such program as civilian volunteers, who shall be chosen by the chief of police, with the approval of the legislative body; that the Department of Motor Vehicles shall submit a report on such pilot program to the joint standing committee of the General Assembly having cognizance of matters relating to motor vehicles, in accordance with the provisions of section 11-4a of the general statutes, describing the program conducted by each municipality and the results of each such program, including the number of volunteers who participated and the number of violations of section 14-253a of the general statutes and municipal ordinance codes for which a summons was issued.
Statement of Purpose:
To conduct a pilot program using civilian volunteers to assist in enforcement of laws concerning parking for persons with blindness and persons with disabilities that limit or impair the ability to walk.
