AN ACT ESTABLISHING A SPECIAL COMMISSION ON PROVIDER PRICE VARIATION AND REFORM.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That the general statutes be amended to (1) establish a special commission on provider price variation and reform that includes as members (A) the Attorney General, (B) the Healthcare Advocate, (C) the Insurance Commissioner, and (D) representatives of various health care providers, payers and consumers, (2) require the special commission to study variation in price and insurance reimbursement rates for health care services among similar health care providers and the impact of such variation on health care costs, insurance premiums and access to care, and (3) require the special commission, on or before January 1, 2016, to report its recommendations for policy changes to reduce provider price variations that are found to be unrelated to actual cost or quality differences or that unnecessarily contribute to health care cost inflation.
Statement of Purpose:
To study the extent of price variation between providers of health care services, identify the causes of such price variation and recommend policy changes to reduce such variation and ensure that prices fairly relate to actual cost and quality.
