Proposed Bill No. 786

January Session, 2011

LCO No. 1890

Referred to Committee on Judiciary

Introduced by:

SEN. FONFARA, 1st Dist.

AN ACT CONCERNING THE SEXUAL OFFENDER REGISTRY.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That chapter 969 of the general statutes be amended to provide that a three-tier sexual offender identification system be established using risk assessment protocols of low, moderate and high, that the identified level of risk be used to determine the information that is made available to the public on the registry web site maintained by the Department of Public Safety and that only information concerning offenders who are assessed as moderate or high risk shall be made available to the public.

Statement of Purpose:

To revise the information available to the public on the sexual offender registry web site in order to remove from publication offenders assessed as low risk for committing repeat offenses and to differentiate the information published for offenders assessed as moderate or high risk, similar to systems in the states of New York and Rhode Island.
