AN ACT PERMITTING THE DEPARTMENT OF DEVELOPMENTAL SERVICES TO REALLOCATE AN UNALLOCATED BUDGET SURPLUS TOWARD SERVING THOSE ON WAITING LISTS FOR DEPARTMENT SERVICES OR TO RETAIN SUCH UNALLOCATED SURPLUS FOR SERVICES EXPENDITURES.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That the general statutes be amended to permit the Department of Developmental Services to (1) allocate a certain percentage of any unallocated surplus in the department's budget in any given fiscal year to serve families on any department waiting lists for services provided by the department during such fiscal year, or (2) retain a certain percentage of any unallocated surplus in the department's budget in any given fiscal year for allocation toward services expenditures of the department in the following fiscal year.
Statement of Purpose:
To allow the Department of Developmental Services to capture a certain percentage of its unallocated budget surplus when it achieves savings by providing cost-effective, community-based services for people with disabilities and to reallocate such surplus toward serving more families on department waiting lists.
