AN ACT PENALIZING USE OF PARTY COMMITTEE FEDERAL ACCOUNTS FOR THE BENEFIT OF STATE CANDIDATES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That chapter 155 of the general statutes be amended to (1) prohibit any contribution or expenditure made from a federal account of a party committee for the benefit of a candidate seeking elective state office, and (2) require that (A) any such candidate participating in and having received a grant under the Citizens' Election Program shall make repayment to the program of the full amount of such grant if such candidate is benefited by any such contribution or expenditure, and (B) the candidate and the party committee shall be jointly and severally liable for such repayment.

Statement of Purpose:

To prevent party committees from directing moneys for state candidates through federal accounts.
